Off-grid solar market assessment in Togo

The Togo Electrification Strategy developed and launched by the Togolese government in June 2018 prioritizes off-grid solutions to achieve universal access to energy by 2030. 

The Government of Togo has also launched the CIZO Programme, which provides favorable incentives for private solar home systems companies. 

To complement the effort of the Government of Togo in the definition of a new electrification strategy, IFC commissioned this market research to assess the Togolese off-grid energy market.

Global Off-Grid Solar Market Report

This latest Global Off-Grid Solar Market Report presents sales and impact data for January to June 2018, reflecting the performance of almost 70 companies, which are GOGLA members and companies that sell Lighting Global quality-verified products. A new insight revealed in this report highlights that, as a result of off-grid system ownership, an estimated $3.5 billion in additional income will be generated for households over the lifetime of the products sold to date. And that’s just what we know from our members and affiliates. Now, more than ever, we can see the potential impact that the products and services in the off-grid solar sector are bringing to customers.

3.7 million off-grid solar products were sold globally during the first half of 2018, a modest increase of 4%, compared to the same time a year ago. But with over one billion people worldwide still unreached by reliable electricity provision, the market continues to see vast untapped potential. According to the 2018 Off-Grid Solar Market Trends report, off-grid solar devices sold to date are estimated to have penetrated around 17% of the global potential market. However, while the market as a whole might not be growing fast, with unit sales seemingly stagnating, we are observing a noticeable shift into higher bracket product categories, with an increase in newly installed capacity, thanks largely to the steady growth of multi-light and solar home systems. During the first half of 2018, 26 MW of solar capacity was installed globally, a 40% increase compared again to the same period of 2017.

Toolbox for Renewable Energy tariff calculation

The Toolbox consists of four separate Excel models:
  • IPP Model
  • Green Mini Grid (GMG) model
  • Prosumer model (RE systems for own consumption and injection of excess generation into the grid)
  • Supply Curve model
For each of the mini grids, IPP and prosumer models there is an option to run three different cases.  These are:
  • A reference project calculation: it allows to consider either (1) a typical project in their country (for example an “average” solar PV project) to support setting feed-in tariffs, or (2) a specific project, for example, if there is a tender to develop in a specific location, or a speculative application from a potential developer that needs to be evaluated.
  • An avoided cost calculation: it allows to compare two scenarios, one usually looking at a baseline scenario where the project is not implemented and the other looking at the scenario where the project is implemented. The cost associated with the baseline scenario where the renewable project is not implemented will provide the “avoided cost” for the renewable project. In other words, it gives a figure for what would need to be spent to deliver the energy from other sources. Using this module will allow the user to consider either (1) setting feed-in tariffs at a level that ensures that consumers pay no more for renewables than the conventional alternative, or (2) to support policy makers and regulators in understanding the cost implications of a renewable project relative to the alternative.
  • A supply impact calculation: it allows to be able to compute what would happen in the system’s economic balance if a certain level of RE penetration is targeted and achieved.

Electricity Regulatory Index for Africa 2018

The Electricity Regulatory Index (ERI) for Africa is a product of the Power, Energy, Climate Change and Green Growth Complex of the African Development Bank (AfDB). This first edition represents the beginning of a series of knowledge products that aim to shed light on the nature and development of the energy and power sectors of the African continent using an array of quantitative and qualitative research methods.

The Index was calculated from answers to a comprehensive array of survey questions that were administered to national regulators and utilities across the African continent. In this respect, special appreciation goes to all survey respondents, including the national electricity sector regulators and utilities from Cameroon, Cote d'Ivoire, Gambia, Ghana, Kenya, Lesotho, Malawi, Namibia, Nigeria, Senegal, South Africa, Tanzania, Togo, Uganda, and Zimbabwe. We also wish to express gratitude for the collaboration of the African Forum for Utility Regulators (AFUR) and the Association of Power Utilities of Africa (APUA), both of whose support was instrumental in facilitating the survey dissemination and consultations process.

Building Energy Access Markets

The document presents a new methodology that allows development practitioners to analyse energy market systems and develop effective interventions for supporting energy market development. Thus, the framework not only improves the understanding of how energy market systems function, but also provides tailored guidance on how to improve energy markets in order to increase energy access, investment and growth in a sustainable and efficient manner. In addition, the presented approach aims to help relevant stakeholders improve the coordination of their efforts, particularly with regards to the Sustainable Energy for All (SE4ALL) initiative’s goal of providing universal energy access for all by 2030.

The framework structures energy market systems into three main levels: The first level is the energy market or value chain which is in the centre of the framework. It is divided into four or five functions in which the market actors operate, from the project development through to the end-users of the energy services and technologies. Below the market chain is level two which includes all the secondary value chains that support and “feed into” the main value chain. These secondary value chains comprise inputs, services, and finance. The third level encompasses the enabling environment which provides the conditions under which the market chain operates. It includes political and regulatory, social and cultural, as well as financial and economic factors.

RISE - World Bank

RISE is a set of indicators to help compare national policy and regulatory frameworks for sustainable energy. RISE assesses countries’ policy and regulatory support for each of the three pillars of sustainable energy—access to modern energy, energy efficiency, and renewable energy. With 27 indicators covering 111 countries and representing 96 percent of the world population—RISE provides a reference point to help policy makers benchmark their sector policy and regulatory framework against those of regional and global peers, and a powerful tool to help develop policies and regulations that advance sustainable energy goals. 

Each indicator targets an element of the policy or regulatory regime important to mobilizing investment, such as establishing planning processes and institutions, introducing dedicated incentives or support programs, and ensuring financially sound utilities. Together, they provide a comprehensive picture of the strength and breadth of government support for sustainable energy and the actions they have taken to turn that support into reality

Poor people’s energy outlook 2016

Ending the scourge of global energy poverty has rightly become an international priority – but governments and the international community still lack the tools and approaches necessary to deliver on this important objective. One major reason for this is that current approaches do not meaningfully consider or understand the realities of energy-poor people or the technologies most suited to addressing their needs. 


This Poor people’s energy outlook is the first volume of a three-part guide for re-writing how the world needs to think about, and act on, energy service delivery if we are to eradicate energy poverty by 2030 in line with global goals. This current edition focuses on robust energy planning and policymaking for universal access; the 2017 edition will focus on financing national energy access plans; and the 2018 edition will show how to deliver universal access in practice.

World Small Hydropower Development Report 2016

The Report indicates that globally installed SHP capacity has had an increase of approximately 4 per cent since 2013, estimated at 78 GW in 2016, and that the total estimated SHP potential has increased to 217 GW, representing an increase of over 24 per cent. Overall, approximately 36 per cent of the total global SHP potential has been developed as of 2016.
Despite the improvement, the Report also emphasizes the underestimated potential of SHP and the room for a wider dissemination. South America, for example, possesses the second-highest level of undeveloped potential in the world yet, with the exception of Brazil, has so far not developed any significant portion of it due to barriers such as negative perceptions on hydropower among local populations and financial resource constraints.
The potential of SHP is particularly underestimated when compared to other small-scale renewable energies. For example, many countries focus on wind and solar potential through fiscal incentives, which have however become a barrier for SHP development since those incentives usually are not extended to SHP.

Cette édition 2014 de Perspectives énergétiques des populations pauvres (PPEP 2014) revient sur trois années d'analyse et d'approches innovantes pour réaffirmer le rôle essentiel joué par l'énergie pour faire sortir les personnes de la pauvreté. Le rapport résume les leçons et les preuves présentées jusqu'à présent et met à jour nos connaissances.
Le PEPP 2014 revisite également l'approche pluridimensionnelle d'accès total à l'énergie (Total Energy Access, TEA) qui définit « l'accès » comme la situation dans laquelle l'ensemble de la gamme de sources d'énergie et de services énergétiques nécessaires pour soutenir le développement social et économique humain est disponible aux foyers, aux entreprises et aux fournisseurs de services communautaires. L'approche TEA, pour la définition et la mesure de l'accès, illustre la complexité à obtenir un accès conséquent, qui entraînerait une véritable transformation. Le rapport aborde également l'Indice d'écosystème d'accès à l'énergie, qui analyse des aspects en matière de politique, de capacité et de finances, qui contribuent à remédier à la pauvreté énergétique au niveau national.

Rapport mondial sur le développement de la petite hydraulique

Ce rapport a été réalisé conjointement par l’Organisation des Nations Unies pour le Développement Industriel (ONUDI) et le Centre International sur la Petite Hydraulique (CIPH) pour fournir de l’information sur la petite hydraulique.

Ce document vise à identifier l’état de développement de la petite hydraulique dans le monde et son potentiel dans divers pays et régions en s’engageant avec les parties prenantes à partager l’information.

Les petites centrales hydroélectriques disposent d’une technologie mature qui peut être facilement opérée et entretenue. Elle a les prix de production d’électricité les plus bas de toutes les technologies hors réseau, et elle donne la possibilité d’adaptation aux diverses conditions géographiques et d’infrastructures.

Beaucoup de pays, dont plusieurs petits états insulaires, utilisent le diesel pour leur production d’électricité. Bientôt, ils seront touchés par la hausse des prix du pétrole et l’augmentation des déficits commerciaux. Le passage à l’énergie renouvelable, y compris la petite hydraulique, peut donner une indépendance énergétique et une stabilité économique majeures.

Comprendre la finance carbone sous tous ses angles

Le Protocole de Kyoto prévoit des mécanismes de flexibilité pour permettre aux pays développés, qui sont les responsables historiques de l’augmentation de la concentration de gaz à effet de serre dans l’atmosphère, d’atteindre leurs objectifs de réduction.

Le marché du carbone se base sur une monnaie d’échange internationale appelée « tonne équivalent CO2 » (teqCO2). Elle a un prix monétaire et s’échange sur les places boursières internationales.

Il s’agit là de la clé de voûte de la finance carbone : en assignant un prix aux émissions, on établit que la planète ne peut pas absorber ces émissions de gaz à effet de serre à l’infini et que celles-ci ont dorénavant un coût.
